More Of A Question Than A Story

I have a 2012 Camry SE. According to fuel economy.gov I should have a 17 gallon tank. After putting over 150K miles on this car and almost always driving until the fuel warning light comes on, I have NEVER put more than 14.5 gallons in my car. I think a handful of times my computer told me I could only drive another 10 miles, but yet I could only fit 14.5 gallons in. I've never driven past where the computer said I'd be out of miles....
Does everyone think I only have a 15 gallon tank or does the computer leave itself a buffer (meaning i probably could have gone another 50 - 60 miles on my remaining 2 gallons).
